Actions to promote youth housing
Housing-related policies are dealt with directly by the Ministry of Housing under the Ministry of Ecological Transition and Territorial Cohesion.
To facilitate young people's access to housing, the ELAN law (Law No. 2018-1021 of 23 November 2018 on the evolution of housing, development and digital technology) has allowed certain measures concerning young people in particular. The following can be cited with regard to access to housing :
- The creation of a mobility lease in the private park, for a maximum period of 10 months, which targets people in vocational training, higher education, apprenticeship contracts, internships, voluntary recruitment as part of a civic service, professional transfer or as part of their professional activities;
- The possibility of prioritising the allocation of housing in the social housing stock to young people under 30 years of age , as well as shared housing in the social housing stock, which are encouraged ;
- Personal housing assistance in the event of subletting in the social housing stock which is maintained ;
- Intergenerational solidarity cohabitation that is framed.
In addition, the State, Action logement and social landlords are mobilizing to build 80,000 housing units for young people, including 60,000 for students.

WHAT DOES IT MEAN TO "RENT TO A YOUNG PERSON"?
A young worker or student often cannot provide most of the documents that are typically required to build a rental file, such as :
- His last three payslips, especially if he has just signed his employment contract or if he is a student;
- A proof of address in his name, especially if he currently lives with his parents;
- His previous rent receipts.
This is why many measures have been put in place to facilitate access to housing for all people who are studying or starting their professional life.
RENTING TO A YOUNG PERSON : RENT PAYMENT GUARANTEES
Call on a guarantor
The guarantor is a person who stands surety for the tenant and who undertakes to pay the sums due in respect of rent if the tenant can not pay it. This can be :
- A parent or other third party;
- An organization.
By signing the deed of guarantee, the guarantor becomes a stakeholder in the lease. Various documents are required, such as the latest pay slips or a copy of the employment contract. Thus, the guarantor must be a solvent person.
Aid for young tenants
A young person can claim certain aids to pay :
- The security deposit, benefiting from the LOCA-PASS® advance of Action Logement;
- Part of the rent, thanks to housing assistance (APL), granted by the CAF or CMSA depending on the fund to which the young person is connected.
Housing assistance can be transferred directly to the landlord. If the tenant chooses this option, you must therefore deduct the amount allocated from the amount of the rent. In addition, in the event of a change in the tenant's situation, the sums granted by the family allowance fund may decrease or increase. This makes it necessary to adjust the amount of rent remaining due.
In addition, the rent must not exceed a certain amount :
- 1500 euros in Île-de-France;
- 1300 euros in the rest of the country.
The guarantee of unpaid rents
Insurance against unpaid rents is paid. However, it protects against any non-payment of rent and provides legal cover used to settle a dispute against the defaulting tenant.
This guarantee may not be combined with a guarantee deed. However, it guarantees the landlord to collect the monthly rent.
